- eligible for agreements in lieu of plans
- require formal Erosion and Sediment Control (ESC) plans and/or Stormwater Management (SWM) plans, depending on the area of disturbance and the relationship of the project to a Common Plan of Development.
Virginia Stormwater Management Program (VSMP) regulation states that "common plan of development or sale" means a contiguous area where separate and distinct construction activities may be taking place at different times on different schedules. (9VAC25-870-10)

After approval from County Planning & GIS, request a screening form from Building and Inspections.
The screening form and other information will be reviewed and the applicant will be notified of the required permitting.
The Administrative Guidance Manual provides guidance, outlines the plan review process, and provides checklists and documents related to land disturbance permitting.
A comprehensive Application Form and Checklist shall be submitted. Using the checklists assists in providing a complete submittal.
