Project Updates
Comprehensive Plan Revision

COMPREHENSIVE PLAN REVIEW AND REVISION PLANNING COMMISSION
  • Provide overall supervision of the comprehensive planning process.
  • Decide on appropriate Ad Hoc Committee structure to involve interested citizens in the ongoing development of the plan. Decide on appropriate structure to involve Blacksburg, Christiansburg, Radford and Virginia Tech in the ongoing development of the plan.
  • Review and comment on Planning Consultants reports and analysis.

PLANNING DEPARTMENT

  • Support work of Planning Commission and Planning Consultant.
  • Complete development of "Plan Elements".
  • Continue planning education / public outreach (mailing lists, news releases, newsletters, webpage, speakers, etc.) to keep citizens informed and involved in the comprehensive planning process.

PLANNING CONSULTANT (Herd Planning & Design)

  • Complete "Coordination of Comprehensive Plan with other County plans" research and report.
  • Complete "15.2-2232 Review" research and report.
  • Complete "Review and Coordination with other Comprehensive Plans (Blacksburg, Christiansburg, Radford, Virginia Tech)" research and report.
  • Complete "Public / Private Lands for Conservation" research and report.
  • Complete "Cash Proffers" research
  • Complete "Land Use Designations" research.
  • Begin "Land Use Designations" map

DEPARTMENTAL ACTION/ PROJECT DESCRIPTION & CHANGES
June, 2002 Staff met with consultant via speakerphone to prepare for June 27th public meeting. Held sucessful June 27th public meeting (43 in attendance) on Review and Coordination of Other Local Comprehensive Plans (Blacksburg, Christiansburg, Radford, Virginia Tech). Began preparing report of this meeting. Also facilitated consultant meeting with agricultural and extension representatives to discuss agricultural and forestry issues. Continuing work on demographic and agricultural information for plan review.
May, 2002 Staff met with consultant via speakerphone. Researching and submitting requested information to consultant in preparation for next public meeting scheduled for June 27th. Working on demographic information for plan revision.
April, 2002 Consultant completed reports on coordination of Comprehensive Plan with other County Plans (Capital Budet, Economic Development, Schools, Library, and PSA) and on 15.2.-2232 Review Process. Consultant made presentations on these reports to county staff and the general public. Consultant met with representatives from Virginia Tech, Blacksburg Planning, and Christiansburg Planning to begin work on coordination of County Comprehensive Plan with their Comprehensive Plans. Working on demographic information for plan revision.
March, 2002 Provided information to consultant for report on coordination of Comp Plan with other County plans. Public meeting on this topic scheduled for April 25th. Working on demographic information for plan revision.
February, 2002 Staff met with consultant via speakerphone. Scheduled four public meetings with consultant during 2002.
January, 2002 Submitted county plans and documents to consultant.
December, 2001  Gathering county plans ansd documents for consultant 
November, 2001  Executed contract with Herd Planning & Design. Presented status report on revision process to Board of Supervisors. 
October, 2001  Working to execute contract with Herd Plannig & Design 
September, 2001  Board of Supervisors approved $93,075 in funding. Working to excute contract with Herd Planning & Design. 
July-August, 2001 Developd scope of work with Herd Planning & Design; awaiting funding approval from Board of Supervisors 
June, 2001 Selected top planning consultant and began contract negotiations. 
May, 2001  Prepared summary information on input received from first round of public meetings and mail-in surveys. Put out request for Proposal (RFP) to hire planning consultant Made presentation to Economic Development Commission 
April, 2001  Interviewed the four planning consultant teams who responded to the Request for Proposal (RFP); Distributed summary information on input received from first roudn of public meetings and mail-in survey as part of the Planning Commission's Quarterly Report.  
March, 2001  Produced presentation materials for the public/ community meetings. Held first round of four (4) public meetings (Mt. Tabor, Prices Fork, Riner, and Shawsville) to receive citizen input into the revision of the Comprehensive Plan. Sent draft Request for Proposal (RFP) to hire planning consultant to purchasing agent. 
February, 2001  Scheduled first round of four (4) public meetngs for late March to begin receiving citizen input into the revision of the 1990 Comprehensive Plan. Preparing Request for Proposal (RFP) to hire planning consultants to assist with revision over the next two years. 
January, 2001  Gathering background information and preparing maps for an anticipated first round of public meetings in late March. Preparing RFP to hire planning consultant.
