Annual Work Programs

Each year the Montgomery County Planning Department prepares and submits an annual program plan to the Planning Commission. The projects included in the plan are divided into two categories: major and minor. Major projects include those projects which involve a longer term committment of resources (sometimes spread over multiple years) and personnel. Minor projects are generally shorter in length and more narrowly focused. Although the previous work programs are mentioned in the minutes of the Planning Commission, the full descriptions are available from the Montgomery County Planning Department.

PLANNING COMMISSION & PLANNING DEPARTMENT
2004 WORK PROGRAM

(Major projects in priority order)

  1. COMPREHENSIVE PLAN REVIEW AND REVISION
    PLANNING COMMISSION
    • Review each section of the draft plan.
    • Hold public hearing on draft plan.
    • Submit draft plan to Board of Supervisors.
    • Revise draft plan based on Board of Supervisors' comments.
    PLANNING DEPARTMENT
    • Support work of Planning Commission.
    • Continue planning education / public outreach (mailing lists, newsletters, web page, etc.) to inform and involve citizens in the comprehensive planning process.
    PLANNING CONSULTANT (Herd Planning & Design)
    • Make presentations on draft plan.
    • Review Zoning Ordinance and other implementation issues as requested by Planning Commission and staff.
    • If county decided to proceed of cash proffers, then develop cash proffer implementation plan including policy guide for monetary contributions. Make necessary presentations on this information.

  2. VILLAGE AREA PLANS (6 Villages identified in draft Comprehensive Plan)
    PLANNING COMMISSION
    • Participate in procurement process for planning services.
    • Support work of planning consultant in preparing Village Area Plans. Individual commissioners may serve on Steering Committees for specific villages.
    • Upon completion, amend the Comprehensive Plan to include each Village Area Plan.
    PLANNING DEPARTMENT
    • Procure planning services for Village Area Plan preparation.
    • Support work of planning consultant in preparing Village Area Plans.
    PLANNING CONSULTANT (Upon selection)
    • Begin preparation of specific Village Area Plans.

  3. GEOGRAPHIC INFORMATION SYSTEM (GIS)
    GIS SERVICES DEPARTMENT
    • Provide staff support to county's GIS Management Committee. This group oversees GIS implementation across county departments and agencies.
    • Complete training and begin using GIS data (parcels and geo-coded road centerlines) converted from CADD Cadastral data (parcels and road centerlines) including application development.
    • Use aerial photography from Virginia Base Mapping Program to capture road centerlines.
    • Support implementation of Land Development Office software by Planning, Inspections and other county departments.
    • Continue development of inclusive presentation approach to enable GIS data to be available in the meeting room for use by Supervisors and Planning Commissioners.

  4. LAND DEVELOPMENT OFFICE (development management system)
    PLANNING DEPARTMENT
    • Continue LDO software implementation to automate and manage all departmental workflow (building permits and inspections, rezonings, SUP's, variances, appeals, site plan review, 2232 reviews, subdivisions, AFD's, complaints, etc.) and integrate all land development records with GIS.
    • Continue digitizing existing paper records for rezonings, SUP's, variances and appeals.

  5. COMMUNITY DEVELOPMENT BLOCK GRANT
    PLANNING DEPARTMENT
    • Complete construction and close out administration of $499,700 grant received by the county for renovation of 215 Roanoke Street for use by Free Clinic
    • If the county decides on a new CDBG project, then prepare and submit a new grant application for funding.

  6. FIELD REVIEW OF OUTSTANDING SUP's
    PLANNING DEPARTMENT
    • Complete field review and documentation of 200+ outstanding SUP's. Complete follow-up actions to bring into compliance any sites that are not meeting all the conditions of their SUP.

  7. ALL-HAZARD MITIGATION PLAN
    • Review and approve regional All-Hazard Mitigation Plan prepared by New River Valley Planning District Commission staff. This regional plan will be recognized by Federal Emergency Management Agency (FEMA) as the county's local plan.
    • Apply for Hazard Mitigation Grant Program funding for updating floodplain mapping, property acquisitions and relocations.

Ongoing Project: ZONING ORDINANCE ADMINISTRATION
PLANNING COMMISSION
  • Review and recommend rezoning requests and special use permit requests.
  • Review and recommend amendments to the Zoning Ordinance.
BOARD OF ZONING APPEALS (BZA)
  • Review and decide variance requests and appeals of Zoning Administrator decisions
  • Review and decide special use permits (as applicable).
PLANNING DEPARTMENT
  • Provide staff support to the Planning Commission and the Board of Zoning Appeals.
  • Prepare draft amendments to the Zoning Ordinance for Planning Commission consideration
  • Provide information and answer questions concerning the Zoning Ordinance for developers and the general public.
  • Enforce the Zoning Ordinance including review of building permit applications, review of site plans, complaint investigation and follow-up, legal enforcement actions, etc.
  • Assist VCPA with regional training sessions for Planning Commission and BZA members/alternates.
Ongoing Project: SUBDIVISION ORDINANCE ADMINISTRATION
PLANNING COMMISSION
  • Review and recommend plats for major subdivisions.
PLANNING DEPARTMENT
  • Provide staff support to the Planning Commission in the review of major subdivisions
  • Review and approve plats for family subdivisions and minor subdivisions.
  • Provide information and answer questions concerning the Subdivison Ordinance for developers and the general public.
Ongoing Project: CAPITAL IMPROVEMENTS PROGRAM (CIP)
PLANNING COMMISSION
  • Review and recommend draft CIP with respect to Comprehensive Plan. Hold public hearing if deemed necessary.
PLANNING DEPARTMENT
  • Provide staff support for CIP process and the Technical Review Committee
Ongoing Project: GEOGRAPHIC INFORMATION SYSTEM (GIS)
PLANNING DEPARTMENT
  • Continue to assign E911 addresses for new construction in the County.
  • Continue support of public accessible GIS information on the internet as exemplified by iGIS application
Ongoing Project: 15.2-2232 REVIEW REQUIREMENT
PLANNING COMMISSION
  • Review streets, parks or other public areas, public buildings or public structures, public utility facilities, etc. for compliance with the Comprehensive Plan. Hold public hearings per Board of Supervisors policy.
Ongoing Project: AGRICULTURAL & FORESTAL DISTRICTS
(3 districts totaling 11,000+ acres are scheduled for renewal in 2004.)
PLANNING COMMISSION
  • Review any proposed additions to existing districts and compatible use issues on an "as needed" basis.
ADVISORY COMMITTEE FOR AGRICULTURAL & FORESTAL DISTRICTS
  • Review and recommend proposed additions to existing districts and compatible use issues on an "as needed" basis.
PLANNING DEPARTMENT
  • Provide staff support to the Commission and to the Advisory Committee for Agricultural & Forestal Districts.
