AT A MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION
ON FEBRUARY 21, 2001 IN THE BOARDROOM (#327), COURTHOUSE, CHRISTIANSBURG,

CALL TO ORDER:
Mr. Neumann, Chair, called the meeting to order and Charlie Elgin,
Secretary, established the presence of a quorum.

PUBLIC ADDRESS:
Mr. Neumann opened the Public Address Session. There
being no speakers, Mr. Neumann closed the Public Address Session.
APPROVAL OF AGENDA:
On motion by Charlie Elgin, seconded by Michael Ewing and unanimously
carried, the agenda was approved as amended. James Montgomery (Agent:
Gay and Keesee, Inc.) Rezoning and Special Use Permit request was added
under Old Business.
REPORT OF SECRETARY:

CONSENT AGENDA:
On motion by Joe Draper, seconded by Michael Ewing and unanimously
carried, the Consent Agenda was approved for the following:
Minutes of January 10, 2001 (Corrections), January 17, 2001, January
29, 2001 and scheduling of March 14, 2001 at 7:00 p.m. public hearing
for:

SAS Construction (Agent: Balzer & Associates, Inc.) requests
to rezone 27.74 acres from RM-1 (Residential) to R-3 (Residential)
Compact Development. The property is Phase III of the Orchards located
on Cherry Lane off of Clay Street and is identified as Tax Parcel
Nos. 41-5-C,D,E,F (Account ID #'s 034756,034757,034758,035053) in
the Mt. Tabor Magisterial District. The property lies in an area
designated Urban Expansion in the Comprehensive Plan.

Montgomery Regional Solid Waste Authority (Agent: Randall Bowling)
requests a Special Use Permit in (A-1) Agricultural) on 10.1 acres
to allow a soil borrow area for Mid-County Landfill Closure. The
property is located between the Towns of Christiansburg and Blacksburg
on County Road and is identified as Tax Parcel Nos. 67-6-1&2
(Account ID #'s 020827 & 005205) in the Shawsville Magisterial
District. The property lies in an area designated as Urban Expansion
in the Comprehensive Plan.
OLD BUSINESS:
On motion by Joe Draper, seconded by Malvin Wells
and unanimously carried, the James Montgomery (Agent: Gay and Keesee,
Inc.) rezoning and Special Use Permit requests were removed from the
table.
Mr. Montgomery, applicant; Pat Hilt, engineer; Tim Ramsdell of Jordon
Oil and Mike Leonard of M.L. Leonard, were present to address the Commission.
Mr. Leonard, gave additional information concerning the petroleum installation.
There would be four fueling positions. There would also be a tank monitor
and overfill device as well as electric detection on all the underground
piping. Mr. Hilt distributed a revised site plan and explained how the
location of the fueling island had been revised to improve access and
parking.
Commissioners discussed the additional information presented.
On motion by Ray Alcorn, seconded by Joe Draper
and unanimously carried, the James Montgomery (Agent: Gay and Keesee,
Inc.) requests to rezone 1.20 acres from Agriculture (A-1) to Community
Business (CB), with possible proffered conditions, and a Special Use
Permit to allow for a convenience store with motor fuel sales and a
request for a Special Use Permit in Agriculture (A-1) on 1.95 acres
to allow for the operation of a recreational vehicle park is found to
be compatible with the Comprehensive Plan and recommended to the Board
of Supervisors for approval subject to the following conditions:
The Special Use Permit request for motor fuel sales in (CB)
shall be governed by the following conditions:
1. Underground storage tank (UST) installation shall meet all
Virginia Building and Fire Prevention (NFPC F-3208) Code Regulations
as well as all Federal and State Regulations concerning UST's.
2.Canopy lighting must be recessed to prevent glare and light
levels shall not exceed 0.25 footcandles at property lines.
The Special Use Permit request for the recreational vehicle park
in (A-1) shall be governed by the following conditions:
1.A landscaping plan shall be submitted with the final site plan
for the recreational vehicle park that includes a plan for the planting
and/or replacement of trees on the site such that the site contains
a 15% canopy coverage at a maturity of ten (10) years.
2.No Recreational Vehicle shall remain on the property for more
than 180 days per year. Recreational vehicles shall be setback a minimum
of 10 feet between units and 15 feet from all property lines.
3.All water and sewage systems shall be approved by the health
department before any electric or plumbing permits will be issued
for the campground.
4.A gate shall be installed at the entrance to RV campground
for the protection and security of the campers. This gate shall be
installed prior to the issuance of electric or plumbing permits.
The property is located at 2947 Little River Road (Rte. 605) on
the southern side of Interstate 81 and is identified as Tax Parcel Nos.
102-A-1&3 in the Riner Magisterial District. The property lies in
an area designated as Agriculture/Rural Area in the Comprehensive Plan.
NEW BUSINESS:
DRAFT COMPREHENSIVE PLAN AMENDMENT ON TELECOMMUNICATION
FACILITIES:
Mr. Sandy made a presentation on a draft amendment to the Comprehensive
Plan on the location of telecommunication facilities in the county.
The draft amendment had been developed by planning staff from Blacksburg,
Christiansburg, Radford, Pualski County and Montgomery County. Commissioners
discussed the importance of a coordinated approach to the issue by
all jurisdictions. They also recommended that Montgomery County employ
a consultant to assist with telecommunication issues.
On motion by Joe Draper, seconded by Malvin Wells and unanimously
carried, the Planning Commission recommended that staff schedule a
public hearing on the Comprehensive Plan Amendment on Telecommunication
Facilities.
Comprehensive Plan Revision:
Kelly Boyers reported that four community meetings have been scheduled
around the county for late March to begin the process of gathering
citizen input for the revision of the Comprehensive Plan.
The Planning Commissioners decided which community meetings they
would attend.

LIAISON REPORT:
Board of Supervisors:
Mr. Muffo reported that the Board of Supervisors denied the Charles
E. Niedermayer request rather than allowing it to be withdrawn.
Public Service Authority:
Mr. Daub reported that there was discussion of the present and future
capacity of the Peppers Ferry Regional Wastewater Treatment Authority
and discussed and approved the wastewater extension agreement at Eastern
Montgomery High School.
Blacksburg Planning Commission:
Mr. Neumann reported that 35.7 acres were removed for Agricultural
& Forestal District for St. Mary's Church option.
Comprehensive Plan chapters are under review.
Christiansburg Planning Commission:
Mr. Elgin reported that CUP Day-Care house on Lester St and R-2/R-3
requirements for green space were items discussed at their meeting.
Economic Development Commission:
Mr. Alcorn reported that the consolitation talks between the two
Chambers of Commerce were going well. The Corporate Research Center
had broken ground on buildings 14 & 15 which were already committed
to new companies that will bring 500 new jobs to the area. The 16th
building is also committed with a January, 2002 completion date and
the 17th building is under design with a April, 2002 completion
date. In short, buildings in the Corporate Research Center are being
filled as fast as they are completed. There are currently 1,775 people
employed in the Center. Next month, the Commission will be discussing
the Trans Dominion Express.
School Board:
No report
Coal Mining Heritage Park Advisory Committee:
Ms. Brennan reported that they met and discussed the work program
for 2001.
Parks & Recreation:
Mr. Linkous reported that the new Plum Creek Park on Hornsby Drive
will soon be open. They discussed the Huckleberry Trail users survey
and the Virginia Tech students report on the AEP property at the end
of Shelor Lane.
WORK SESSION:
On motion by Joe Draper, seconded by Kathryn Brennan
and carried by a vote of 8-1 (Ray Alcorn opposed) the Planning Commission
entered into the Work Session.
Montgomery County Zoning Ordinance - Discussion of Policy Revisions:
The members discussed the following issues:

Lot coverage requirements in GB and CB
-
Home business requirements
-
50% maximum coverage requirement in the 177 Corridor

Time limit on zoning permits
-
Disposal facilities and landfills in M-1
-
Accessory buildings and private garages in A-1
Staff was directed to prepare specific language for amending the Zoning
Ordinance.
On motion by Joe Draper, seconded by Don Linkous and unanimously
carried, the Work Session was closed.
There being no further business, the meeting was adjourned
at 9:30 p.m.
