AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION
HELD ON April 19, 2000 IN THE BOARDROOM (#327), COURTHOUSE, CHRISTIANSBURG,

CALL TO ORDER:
Mr. Wells, Member, called the meeting to order. Phyllis
Conner, Planning Department Secretary, established the presence of a quorum.

Mr. Wells opened the Public Address Session. There being
no speakers, Mr. Wells closed the Public Address Session.

APPROVAL OF AGENDA:
The minutes of March 15th Planning Commission
meeting were pulled for a correction.
Mr. Powers reviewed the Consent Agenda with Commission
members. He stated that the Bobby L. Poff etal (Agent: Anderson & Associates,
Inc.) request to rezone 27+ acres from R-2 (Residential) to Multiple Family
Residential (RM-1) also involves a Comprehensive Plan Map Amendment to change
the land use designation approximately 28 acres from Rural and Agricultural
to Urban Expansion. This is because the new Zoning Ordinance required land
to be zoned RM-1 must be designated Urban Expansion in the Comprehensive
Plan.
Mr. Powers stated that the Kreg Sheppard etal (Agent:
Gay and Keesee Incorporated) request to rezone 13.23+ acres from A-1 (Agriculture)
to Residential (R-2) also involves a Comprehensive Plan Map Amendment to
change the land use designation of approximately 12 acres from Rural and
Conservation to Urban Expansion. Land to be rezoned to R-2 must be designated
Urban Expansion on Rural Expansion in the Comprehensive Plan.
Mr. Powers stated that the Betty Cook, etal (Agent:
Anderson & Associates, Inc.) request to rezone 130 acres from Residential
(R-2) to Planned Unit Development-Residential (PUD-RES) also involves a
Comprehensive Plan Map Amendment to change the land use designation approximately
130 acres from Rural and Conservation to Urban Expansion. Land to be rezoned
to PUD-RES must be designated Urban Expansion on Rural Expansion in the
Comprehensive Plan.
Mr. Powers stated that the Betty Cook Request, Comprehensive
Plan Map Amendment and a Zoning Ordinance Amendment to Section 3-306.2 is
scheduled for a joint public hearing with the Montgomery County Planning
Commission and the Town of Blacksburg Planning Commission on Tuesday, June
6th, 7:30 p.m. in the Blacksburg Municipal Building. The entire
project is partially in the town and partially in the county.
Mr. Powers explained that the Montgomery County P.S.A.
(Agent: Riner Volunteer Fire Department) Special Use Permit request to allow
a free-standing telecommunication tower and the Anna J.N. Thompson (Agent:
The TEA Group/Crown Communications) Special Use Permit request to allow
a free-standing telecommunications tower were tabled by the Commission at
the March 15th meeting. These requests have been added to the
public hearings to be scheduled on May 10th.
On motion by Joe Draper, seconded by Michael Ewing
and unanimously carried, the Consent Agenda was approved for the following:
Minutes of March 8, March 15 (as amended) and March
29, 2000 and scheduling of May 10, 2000, 7:00 p.m. public hearings for:
- Comprehensive Plan Map Amendment
to change the land use designation for Tax Parcel Nos. 41-A-56,57,58, approximately
28 acres from Rural and Agricultural to Urban Expansion.
- Bobby L. Poff etal (Agent: Anderson
& Associates, Inc.) request to rezone 27+ acres (Tax Parcel Nos. 41-A-56,57,58)
from R-2 (Residential) to Multiple Family Residential (RM-1) located south
of Harding Road and east of Windsor Hills Apartments in the Mt. Tabor Magisterial
District. The property lies in an area designated Rural and Agricultural
in the Comprehensive Plan.
- Comprehensive Plan Map Amendment
to change the land use designation for the northern portion of Tax Parcel
No. 64-A-42, approximately 12 acres from Rural and Conservation to Urban
Expansion.
- Kreg Sheppard etal (Agent: Gay and
Keesee Incorporated) request to rezone 13.23+ acres (Tax Parcel Nos. 64-A-42
and 41-E) from A-1 (Agriculture) to Residential (R-2) located behind 3222
Peppers Ferry Road in the Riner Magisterial District. The property lies
in an area designated Urban Expansion, Rural and Conservation in the Comprehensive
Plan.
- Bobby Phillips request for a Special
Use Permit (Tax Parcel No. 091-A18) to allow a Recycling Center located
at 2684 Radford Road in the Riner Magisterial District. The property lies
in an area designated Urban Expansion in the Comprehensive Plan.
- Montgomery County P.S.A. (Agent:
Riner Volunteer Fire Department) request for a Special Use Permit; (Tax
Parcel No. 129-A-68A) to allow a free-standing telecommunication tower on
0.344 acre. Property is located at 4171 Riner Road in the Riner Magisterial
District. The property lies in an area designated Rural in the Comprehensive
Plan.
- Anna J. N. Thompson (Agent: The TEA
Group/Crown Communications) request for a Special Use Permit; (Tax Parcel
No. 092-3-A) to allow a free-standing telecommunications tower on 0.23 acre.
Property is located at 1771 Radford Road in the Riner Magisterial District.
The property lies in an area designated Agriculture in the Comprehensive
Plan.
and scheduling of June 6, 7:30 p.m. joint public hearing
with the Town of Blacksburg Planning Commission on Tuesday, June 6, 2000 at
7:30 p.m. in the Blacksburg Municipal Building, Blacksburg for:
- Comprehensive Plan Map Amendment
to change the land use designation for Tax Parcel No. 28-A-93,94,95,96,97,98;
41-A-3,1A; and 41-8-85, approximately 130 acres from Rural and Conservation
to Urban Expansion.
- Betty Cook, etal (Agent: Anderson
& Associates, Inc.) request to rezone 130 acres (Tax Parcel Nos. 028-A-93,94,95,96,97,98
& 41-A-3,1A & 41-8-85) from Residential (R-2) to Planned Unit Development-Residential
(PUD-RES) . Property is located east of North Main Street and Murphy Subdivision
in the Price's Fork Magisterial District. The property lies in an area designated
Rural and Conservation in the Comprehensive Plan.
- Zoning Ordinance Amendment to Section
3-306.2 to allow the following maximum building height in the Planned Unit
Development - Residential (PUD-RES) district:
"Maximum Building Height: Same as the Base District
(Article II) designated for the land bay in the approved Concept Development
Plan."

LIAISON REPORT:
Board of Supervisors:
Mr. Muffo reported on the neighbor meeting held by the
developer (DMI Corporation) for the Price farm property. The rezoning request
for the county portion of the property is in the name of Betty Cook.
Blacksburg Planning Commission:
None.
Christiansburg Planning Commission:
Mr. Ewing reported that changes to the Zoning Ordinance
concerning telecommunications towers and a multi-family request near Route
114 were items discussed at their meeting.
Economic Development Commission:
Mr. Alcorn reported that the magnet school presentation,
Town of Blacksburg hiring a consultant for economic strategic plan and industry
appreciation week set for May 15-19 were items discussed at their meeting.
Public Service Authority:
Mr. Daub reported that the PSA support for the grant application
for Yellow Sulphur Springs, Riner Wastewater Treatment expansion, sludge facility
in Shawsville and Elliston and Price's Fork connection were items discussed
at their meeting.
School Board:
Ms. Brennan reported that the proposed two middle schools
- Blacksburg and Christiansburg were items discussed at their meeting.
Parks and Recreation Commission:
None.
PLANNING DIRECTOR'S REPORT:
Mr. Powers stated that Kelly Boyers did an excellent job
preparing the Grant application for extending water and sewer lines to the
proposed Yellow Sulphur Springs resort and spa.
Meghan Dorsett made a presentation on the Coal Mining
Heritage Park. Ms. Brennan stated that Meghan made a good presentation to
the Friends of Riner on the idea of an agricultural heritage park for the
county.
