AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION
HELD ON OCTOBER 20, 1999 IN THE BOARD ROOM (#327), THIRD FLOOR, COUNTY COURTHOUSE,

CALL TO ORDER:
Mr. Wells, Chair, called the meeting to order and Michael Ewing, established the presence of a quorum.

PUBLIC ADDRESS:
Mr. Wells opened the Public Address Session. There being no speakers, Mr. Wells closed the Public Address Session.
APPROVAL OF AGENDA:
On motion by Don Linkous, seconded by Richard Daub and unanimously carried, the agenda was approved as amended. Virginia Institute for Planning Commissioners Conference on October 10-12 was added under New Business.
REPORT OF SECRETARY:
None.
CONSENT AGENDA:
On motion by Don Linkous, seconded by Richard Daub and unanimously carried, the Consent Agenda was approved for the following:
Minutes of September 8 and September 15, 1999 and scheduling of November 10, 1999, 7:00 p.m. public hearing for:
- Greg Duncan request to rezone .542 acre; Tax Parcel No. 119A-A-65A from A-1 (Agriculture) to GB (General Business). Property is located at 1846 Union Valley Road, Riner, VA.
- American Electric Power (Agent: United Acquisition Service) request for a Special Use Permit on 0.83 acre; Tax Parcel No. 105-A-71 to allow a Telecommunication Facility. Property is located South of Mud Pike Road, West of State Route 8 on the parcel with the Edgemont electric substation.
OLD BUSINESS:
Smart Highway Field Trip:
Mr. Wells reported on his field trip to the Smart Highway. He stated that construction is further along. Snow facilities are in place. There are plans to put censors into the pavement. He said the bridge work is very interesting. The engineers explained how the concrete bridge was being poured. Mr. Wells stated that this was a very good trip.
Mr. Daub commented on the field trip. He said the engineers are well versed on everything within the project. The test bed will open in December. The water storage capacity is 500,000 gallons. The water will be obtained from the Town of Blacksburg.
NEW BUSINESS:
Crozier Court Final Plat:
Mr. Powers distributed larger plats of the subdivision and reviewed the draft conditions. Mr. Neumann stated that the cul-de-sac should go to the end of a piece of the property because more land may be developed in the future.
The developer, Gary Creed, spoke about the development of the property. Mr. Alcorn stated that he would like to see all of the property zoned Residential instead of Agriculture. Mr. Creed stated that the owner would like to keep Lot 6 for himself. Mr. Neumann agreed that all of the property should be zoned Residential but not create any non-conforming use. Mr. Elgin inquired about the drainage on Lot 1 and 2. He visited the property and said the running water does not follow the course shown on the map. Mr. Powers stated that VDOT and the County Engineer would need to approve the drainage. Discussion followed.
On motion by Ray Alcorn, seconded by Richard Daub and carried by a vote of 6 - 1 (Harry Neumann opposing, Charlie Elgin, abstained), the Final Plat of Crozier Court Subdivision (Pierson Engineering & Surveying Comm R9978 dated August 20, 1999) is approved for one year (i.e. until October 13, 2000) subject to the following eleven conditions: Moreover, the Planning Commission initiates a rezoning of the property from A-1 (Agriculture to R-1 (Residential).
- Construction plans for streets and drainage shall be reviewed and approved by the
Virginia Department of Transportation (VDOT).
- Drainage easements shall be secured on adjoining properties that extend to an
established watercourse.
- Adjust the location of the cul-de-sac in order that the existing doublewide on lot 6
meets the 40-foot front setback requirement.
- Construction plans for water and sewer lines shall be reviewed and approved by the
Montgomery County Public Service
5. Power lines, telephone lines and other public utilities shall satisfy the requirement for
underground utilities. (Section 8-155(a))
- An erosion & sediment control plan shall be reviewed and approved by the County
Engineer. (See also condition #2 above.)
7. Fire hydrants shall be located at the street intersection and at the end of the water line
to satisfy Section 8-154.
8. Conforming statement to be signed by surveyor instead of the property owner.
9. Correct name and date in Approval and Acceptance statement.
10. Add note giving name and address of legal owner.
11. Change MBL (minimum building line) from 25 feet to 40 feet.
VA 177/Tyler Avenue Corridor Study Update:
Mr. Neumann reported on the first two meetings of the VA 177/Tyler Avenue Corridor Update Steering Committee. He stated that Dave Rundgren, New River Valley Planning District Commission, reviewed the original 177 Corridor studies at the first meeting. Mr. Neumann said the next meeting was held on October 14th. Dan Brugh, VDOT, spoke about changes that needed to be done to Interstate-81 and rest stops. A new interchange is needed at 177 and construction of longer off ramps may be an interim measure.
Mr. Neumann said that the Riner Sewer Plant is being increased from 35,000 gallons to 100,000 gallons per day. He said Radford representatives spoke about limitations on sewage flows from the corridor. A study is being done on the Peppers Ferry Authority. There is a need for enlargement of several pump stations Mr. Neumann stated that Mr. Sale spoke with the PSA concerning the smell of sewage in manholes on his property.
Capitol Improvement Program(CIP) Projects:
Meghan Dorsett distributed copies of the CIP Projects to Commission members for their review. She made a presentation on the two CIP projects - 1)Coal Miners Park/Merrimac and 2)Heritage Park and Trail System. She stated that the Coal Miners Park is being developed, in part, to preserve the historic mining site both as an educational and a recreational facility for Merrimac and vicinity. She stated that Merrimac community meetings and survey are being conducted by students from Radford University. The first meeting will be held Thursday, October 21st.
Ms. Dorsett stated that the 1990 Montgomery County Comprehensive Plan states that the county is interested in preserving open space, protecting both the natural and built environmental resources, and in increasing the educational and recreational opportunities of its Citizens. The Heritage Parks and Trail system project is meant to accomplish all three. Members discussed the two projects.
On motion by Ray Alcorn, seconded by Jim Martin and unanimously carried, the Coal Miners Park/Merrimac and Heritage Park and Trail System CIP projects were approved.
Kelly Boyers distributed copies of the CIP project to Commission members for their review. She made a presentation on the current aerial coverage of Montgomery County project to be flown in the spring of 2001 when major highway construction will be nearing completion. She explained the project description of taking digital Orthophotography of designated areas on map covering approximately 90 square miles These are the areas that have experienced growth in the past 10 years and are expected to continue to grow. The cities of Blacksburg and Christiansburg are expected to fly and pay for their jurisdictions. A joint venture should help lower the cost. Members discussed the project.
On motion by Ray Alcorn, seconded by Michael Ewing and unanimously carried, the Current Aerial Coverage of Montgomery County CIP project is approved.
Virginia Institute for Planning Commissioners Conference:
Kitty Brennan sent a written report for members to review on the Planning Commissioners Conference she attended on October 10-12th. Members discussed the report.
LIAISON REPORT:
Board of Supervisors:
Ms. Biggs reported that the Board of Supervisors approved the Massie Mobile Home Park Rezoning and Special Use Permit Request. She gave a report on the revised student enrollment projections discussed at their School Board meeting.
Blacksburg Planning Commission:
Mr. Neumann reported that a public hearing was held on the King office building and parking lot. The Blacksburg Planning Commission recommended denial and the Town Council denied the request.
Christiansburg Planning Commission:
None.
Economic Development Commission:
None.
Public Service Authority:
Mr. Daub made a report on the Riner Wastewater Treatment Project that was discussed at their meeting.
School Board:
Mr. Ewing reported that school names for the new schools were discussed at their meeting.
Parks & Recreation Commission:
Mr. Linkous stated that two public community meetings in Plum Creek were held in lieu of their regular Parks & Recreation Commission meetings. He said he attended the October 5th meeting. Bobby Parker, Public Information Director, chaired the meeting. Linda Crable, Assistant Public Facilities Director and Tom Bain, Recreation Department Director, gave input on recreational parks and consolidated collection sites. Mr. Linkous said many people attended the meeting and made good comments.
PLANNING DIRECTORS REPORT:
Mr. Powers reminded the Commissioners that the Board of Supervisors has scheduled the Revised Zoning Ordinance public hearing on Monday, October 25th. He ask that any members who wishes to attend the Planning Commissions Dinner Meeting, Wednesday, October 27th, please tell Phyllis Conner.
There being no further business, the meeting was adjourned at 8:55 p.m.
