AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION HELD ON JULY 21, 1999 IN THE BOARD ROOM (#327), THIRD FLOOR COUNTY COURTHOUSE, CHRISTIANSBURG, VIRGINIA:

CALL TO ORDER:

Mr. Wells, Chair, called the meeting to order and Ms. Brennan, Secretary, established the presence of a quorum.

PUBLIC ADDRESS:

Mr. Wells opened the Public Address Session.

There were no speakers. Mr. Wells closed the Public Address Session.

APPROVAL OF AGENDA:

On motion by Ed Green, seconded by Jim Martin and unanimously carried, the agenda was approved as distributed.

REPORT OF SECRETARY:

None.

CONSENT AGENDA:

On motion by Richard Daub, seconded by Don Linkous and unanimously carried, the Consent Agenda was approved for the following:

Minutes of June 9 and June 16, 1999 and scheduling of August 11, 1999 7:00 p.m. public hearing for:

 

    1. R&V Properties/Sheppard (Agent: Gay and Keesee, Inc.) request to rezone 14.19+ acres; Tax Parcels Nos. 64-A-42 and 42A from A-1 (Agriculture) to PMR (Planned Mobile Home Residential) with a Special Use Permit to allow expansion of an existing Mobile Home Park. Property is located at 3226 Peppers Ferry Road, (Sheppard's Mobile Home Park) in the Prices Fork Magisterial District.
    2. Billie D. Massie (Agent: Draper-Aden Associates) request to rezone 42.4
    3. acres from A-1 (Agriculture) to PMR (Planned Mobile Home Residential) with a Special Use Permit to allow expansion of an existing mobile home park, located at 2834 Peppers Ferry Road (Massie's Mobile Home Park) in the Riner Magisterial District.

    4. James W. Radford, Jr. (Agent: Gay and Keesee, Inc.) request for an

Amendment to a Special Use Permit to allow expansion of an existing mobile home park, located at 1156 Hightop Road (Oak Forest Mobile Home Park), in the Price's Fork Magisterial District.

OLD BUSINESS:

Update on Revised Zoning Ordinance:

Mr. Powers stated that the Planning Commission had their public hearing last fall and sent their recommendation of approval to the Board of Supervisors in November, 1998. He stated that the Board of Supervisors asked Planning Department staff to make presentations on May 24th.

Mr. Powers stated that at their July 12th meeting, the Board of Supervisors held a work session to discuss the County's revised zoning ordinance. The Board requested the Planning Commission to further review the following:

  1. Look into possibility of a large animal veterinarian use in Agriculture (A-1);
  2. Livestock-does not include horses, oxen, emu, livestock, beasts of burden, pets, etc. needs better definition, i.e. pets-farm, pets-household;
  3. Ordinance does not designate areas for libraries:
  4. Prefer 100' road frontage vs. 200';
  5. Final Revised Zoning Ordinance-add tabs to make it more user friendly; and
  6. Next version of the Revised Zoning Ordinance-look at option of sending just revised page changes, instead of a new draft of the entire ordinance.
  7. Review lot size. The Board of Supervisors discussed 1 to 2-acre minimum lot size.

Members discussed each of the above seven items.

On motion by Ed Green, seconded by Don Linkous and carried by a vote of 7 - 2, (Jim Martin, Harry Neumann, opposing) recommend that the 1.5 acre minimum lot size for A-1 and RR remain in the proposed revised Zoning Ordinance as recommended by the Planning Commission.

On motion by Joe Draper, seconded by Richard Daub and unanimously carried, members requested staff to review discussion of the remaining items and present recommendations at the next Regular Planning Commission meeting.

Mr. Draper complimented Planning Department staff on the presentation materials they had prepared on the proposed revised Zoning Ordinance.

Board of Supervisors:

None

Blacksburg Planning Commission:

Mr. Neumann reported that 3100 Meadow Brook Drive rezoning request, Ramble Road rezoning request, and Giles Road flooding issue were among the items discussed at their meeting. The Long-Range Planning Committee is working on their Comprehensive Plan. They have an extensive review once a year.

Christiansburg Planning Commission:

None

Economic Development Commission:

None

Public Service Authority:

Mr. Daub reported that the PSA payment to the Riner landowner, approved buffer zone agreement with Mrs. Martin for an easement and the report on Belview Massie Sewer extension were items discussed at their meeting.

School Board:

None

Parks & Recreation:

Mr. Linkous reported that the frog pond food and drink policy at the County Park was an item discussed at their meeting.

PLANNING DIRECTOR'S REPORT:

None.

There being no further business, the meeting was adjourned at 7:45 p.m.
