AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION HELD ON JULY 14, 1999 IN THE BOARDROOM (#327) THIRD FLOOR, COUNTY COURTHOUSE, CHRISTIANSBURG, VIRGINIA:

CALL TO ORDER:

Mr. Wells, Chair, called the meeting to order and Ms. Brennan, Secretary, established the presence of a quorum.

PUBLIC ADDRESS:

Mr. Wells opened the Public Address.

There being no speakers, Mr. Wells closed the Public Address.

APPROVAL OF AGENDA:

On motion by Ed Green, seconded by Harry Neumann and unanimously carried, the agenda was approved as distributed.

NEW BUSINESS:

Weyanoke Subdivision Final Plat:

Mr. Powers distributed copies of the plat for members to review.

Mr. Gillis was present to answer questions. He stated that they would black top the road. Mr. Draper stated that the amendment to the Montgomery County Subdivision Ordinance required that asphalt concrete be used. Mr. Powers stated that was correct. Mr. Martin inquired about the drainage from the lots. Mr. Powers said there would be no storm waters detention pond because drainage would be directly to an established water course. Ms. Brennan asked if all property owners would have a well? Mr. Gillis explained that each lot has its own well.

Mr. Powers reviewed the two draft conditions. Mr. Neumann suggested that Condition No. 1 have wells added.

On motion by Harry Neumann, seconded by Joe Draper and unanimously carried, the

Final Plat of Weyanoke Subdivision (Highland Surveys Plan No. P-7354 dated April 16, 1999, revised June 22, 1999 is for one year (i.e. until July 14, 2000) is recommended to the Board of Supervisors for approval subject to the following two conditions:

UTILITIES

1. Provision for individual septic systems and wells for each lot shall be reviewed and approved by the Montgomery County Health Department.

2. Power lines, telephone lines and other public utilities shall satisfy the requirement for underground utilities. (Section 8-155(a))

OLD BUSINESS:

Fairview Subdivision Final Plat:

Mr. Powers stated that the Commission approved the preliminary plat and requested that when the final plat was ready it should come back to them for review. He presented the final plat for review.

Mr. Don Rainey, Rainey Engineering, made a presentation to the Commission on the changes that had been made since the review of the preliminary plat. He stated that they have changed the format of the platting from two separate Plats, one being the Boundary Adjustment Plat and the other being the Subdivision Plat to a combined single plat. He said there would be 12 lots now instead of 14. Mr. Green inquired about Lot 5 and 6 with 20-foot width ingress and egress. Mr. Rainey explained the frontage and easements of the lots. Mr. Daub asked who would be responsible if there would be a storm water overflow at the farm pond on Lot 8? Mr. Raines explained the storm water run off. He said Virgina Department of Transportation (VDOT) requested that they retain the existing farm pond that would act on occasions like a detention pond. Mr. Raines said there would be no homeowner's association for this 12-lot subdivision. The property owner of Lot 8 would be responsible for anything that happens to the farm pond.

Discussion followed concerning Fairview Church Road. Mr. Neumann asked if there would be heavy rains,would water flow to Fairview Church Road? Mr. Rainey stated that it would. He said the County Engineer had reviewed the Erosion & Sediment Control.

On motion by Joe Draper, seconded by Michael Ewing and unanimously carried, the Final Plat of Fairview Subdivision revised June 21, 1999 (Job # 980556), for one year (i.e. until July 14, 2000) is recommended to the Board of Supervisors for approval subject to the following conditions:

STREETS

    1. Construction plans for streets and drainage shall be reviewed and approved by the Virginia Department of Transportation (VDOT).

UTILITIES

    1. Provision for individual septic systems and wells for each lot shall be reviewed and approved by the Montgomery County Health Department. The locations of and permit numbers for drainfields and wells shall be noted on the plat.
    2. Power lines, telephone lines and other public utilities shall satisfy the requirement for underground utilities (Section 8-155(a)). In addition, easements for these utilities shall satisfy Section 8-155(b) of the Subdivision Ordinance.

STORMWATER MANAGEMENT

    1. An erosion & sediment control plan shall be reviewed and approved by the County Engineer

NEW BUSINESS:

1999 Work Program - Status Review:

Mr. Powers gave a report on the Planning Commission and Planning Department 1999 Work Program. He stated that since the Planning Department is under-staffed at the present time, some of the projects are on hold. The following major projects in priority order were reviewed:

1.Zoning Ordinance Revision -The Board of Supervisors held work sessions on May 24th and July 12th and referred several issues back to the Planning Commission.

2.Comprehensive Plan Review and Amendment-. The Planning Commission had begun review of the Comprehensive Plan earlier in the year but this was placed on hold in order to address the Water & Sewer amendment from the Board. Mr. Scott stated that the 177 Corridor Study had been approved to proceed by the Radford City Council. He said Dave Rundgren would submit a schedule and the project might be complete in less than a year.

3.Year 2000 Census- Most of this has been completed.

4.Flood Mitigation Plan- Kimberly Golden resigned before this project was begun.

5.Internet Presence- Ed Davis resigned before this project was completed.

Ongoing Project: Capitol Improvements Program (CIP)- This program was revised last fall and will get underway next month.

Ongoing Project: Geographic Information System- A GIS Coordinator position was placed in the July budget and will begin employment in January, 2000.

Ongoing Project: 15.2-2232 "formerly 456" Review Requirement- Some projects have been reviewed this year. Soon there will be another review between Montgomery County and the Town of Christiansburg for the school property on the Harkrader land near Buffalo Drive.
