CALL TO ORDER:
Mr. Wells, Chair, called the meeting to order and Ms. Brennan,
Secretary, established the presence of a quorum.

PUBLIC ADDRESS:
Mr. Wells opened the Public Address Session.
There were no speakers. Mr. Wells closed the Public Address
Session.
APPROVAL OF AGENDA:
On motion by Michael Ewing, seconded by Kitty Brennan and unanimously
carried, the agenda was approved as amended. The Paul & Rebecca Underwood
(Agent: Howard and Donna Sawyers) Rezoning Request was added under OLD BUSINESS.
REPORT OF SECRETARY:
None.
CONSENT AGENDA:
On motion by Ray Alcorn, seconded by Don Linkous and unanimously
carried, the Consent Agenda was approved for the following:
Minutes of May 12, (as amended) and May 19, 1999 and scheduling
of July 14, 1999 7:00 p.m. public hearing for:
- Jim Radford (Agent: Gay and Keesee, Inc.) request to rezone 14.19+ acres;
Tax Parcels Nos. 64-A-42 and 42A from A-1 (Agriculture) to PMR (Planned
Mobile Home Residential) with a Special Use Permit to allow a Mobile Home
Park. Property is located at 3226 Peppers Ferry Road, in the Prices Fork
Magisterial District.
OLD BUSINESS:
On motion by Don Linkous, seconded by Ed Green and unanimously
carried, the Paul & Rebecca Underwood (Agent: Howard and Donna Sawyers)
Rezoning Request was removed from the table.
Mr. Wells stated that members had received additional information
from Jeff Johnson, County Administrator, concerning development in the Elliston-Lafayette
and Falling Branch Industrial Parks. Information was also received from Lance
Terpenny, Town of Christiansburg, concerning development in the Christiansburg
Industrial Park.
Mr. Alcorn stated that the letters received from Mr. Johnson
and Mr. Terpenny have answered his questions. Mr. Wells stated that it was tough
on small businesses trying to relocate. He said they need to be taken into consideration.
Mr. Alcorn said he agreed with staff that a decision cannot be made until the
177/Tyler Avenue Corridor Study has been completed. Mr. Neumann said he agreed
with Mr. Alcorn. Ms. Brennan said she feels that the proposed property should
remain residential.
On motion by Don Linkous, seconded by Richard Daub and unanimously
carried, the Paul & Rebecca Underwood (Agent: Howard and Donna Sawyers)
request to rezone 20 acres; Tax Parcel No. 103-A-13E from A-1 (Agriculture)
to PIN (Planned Industrial) is recommended to the Board of Supervisors to be
tabled until the 177/Tyler Avenue Corridor Study is completed. Property is located
behind 609 Lovely Mount Drive in the Riner Magisterial District.
NEW BUSINESS:
Bobby Parker, Public Information Director, made a presentation
on the proposed Parks and Recreation Facilities in Shawsville/Elliston. He reviewed
the report on the public meetings, parks and recreational facilities in Shawsville/Elliston
that commission members had received in their packet. This review included survey
volume, community snapshot, facility preferences, citizens' comments, leads
for land acquisition, meeting minutes, Elliston and meeting minutes, Shawsville.
Discussion followed.
Mr. Alcorn said he supported a park in the Elliston/Shawsville
area but he did not think the Elliston/Lafayette Industrial Park was a good
site. Mr. Parker stated that the citizens were interested in getting a recreational
park soon. They felt if the park is not developed now, it will take longer to
locate in another area. Mr. Martin said the Ruritan Club had originally planned
this park but things did not work out for this project.
Mr. Wells thanked Mr. Parker for his presentation to the Planning
Commission.
LIAISON REPORT:
Board of Supervisors:
Mary Biggs was unable to attend the meeting. She faxed her
written Supervisor's Report for Commission members to review.
Blacksburg Planning Commission:
Mr. Neumann reported that Tom's Creek Road access study, renting
codes, Rezoning and Special Use Permits were items discussed at their meeting.
Christiansburg Planning Commission:
None
Economic Development Commission:
Mr. Alcorn reported that Ray Smoot, VA-Tech made a presentation
on the proposed alumni and conference center on VA-Tech golf course at their
meeting. The cost will be forty-three million dollars. The completion date is
scheduled for the year 2003 - 2004. Other items discussed by the Economic Development
Director were the Rowe Furniture plant in Elliston and the Falling Branch Industrial
Park. Mr. Alcorn said the unemployment rate in Montgomery County is down to
2%.
Public Service Authority:
Mr. Daub reported that approval of the annual budget, Prices
Fork preliminary engineering report and Belview Massie sewer connection were
items discussed at their meeting.
School Board:
None.
Parks & Recreation Commission:
Mr. Linkous reported that recommendation to be presented to
the Board of Supervisors for the Shawsville-Elliston Recreational Park and $56,000
receiving from Capital Improvement Program after July 1st for renovation
of bath houses were items discussed at their meeting. He stated that Kimberly
Golden made a presentation on the Merrimac Coal Miners report at their meeting.
PLANNING DIRECTOR'S REPORT:
Mr. Scott stated that the Board of Zoning Appeals has a vacancy.
If any Commission member knows of any citizen in the Shawsville Magisterial
District interested in this position, please have them contact the County Administrator's
office. Mr. Scott said he would be glad to talk with any prospect that is interested
in the duties of this position.
Mr. Scott addressed the issue of updating the border with Roanoke
County. Some property is on Roanoke County tax rolls but lies in Montgomery

County. Mr. Scott said this creates a problem when citizens come in for building
permits. He said hope is that Roanoke County will soon help solve this problem.
Roanoke County Sprawl - Jeff Scott:
Mr. Scott made a report on the APA National Conference that
he attended. He said that more than 5,500 people attended this conference and
sprawl is a problem nationwide.
