AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION

Mr. Wells, Chair, called the meeting to order and Mr. Ewing established the presence of a quorum.

PUBLIC ADDRESS:
Mr. Wells opened the Public Address Session. There being no comments from the public, the Public Address Session was closed.
DELEGATIONS:
Mrs. Rosemarie Sawdon, Sierra Club, New River Group made a presentation on the guide to the costs of suburban sprawl and how to create livable communities in Virginia. She presented slides on the progress, growth and success of Clarke and Stafford Counties.
APPROVAL OF AGENDA:
On motion by Don Linkous, seconded by Michael Ewing and unanimously carried, the agenda was approved as distributed.

CONSENT AGENDA:
On motion by Ray Alcorn, seconded by Ed Green and unanimously carried, the Consent Agenda was approved for the following:
Minutes of November 9, and November 18, 1998 meetings and scheduling of January 13, 1999, 7:00 PM public hearing for:
- Arleta Marie Ingram (Agent: Roy Bolen) request to rezone
4.538 acres; Tax Parcel No. 090-A-29C from GB (General Business to R-3 (Residential).
Property is located at 1528 Firetower Road in the Riner Magisterial District.

NEW BUSINESS:
James McIlwain Subdivision Variance Request:
Mr. Davis stated that Mr. McIlwain requested that the Planning Commission table this request until the 20th of January meeting.
On motion by Ray Alcorn, seconded by Michael Ewing, the James McIlwain Subdivision Variance Request was tabled until January 20, 1999 Regular Planning Commission meeting.
Draft 1999 Work Program - Planning Commission & Planning Department:
Mr. Powers reviewed the draft Planning Commission & Planning Department 1999 Work Program and major projects in priority order. Discussion followed. Mr. Neumann suggested that a quarterly timetable be placed on the activities. Members discussed creating a Riner Neighborhood Plan in the 4th quarter after action has begun on the Comprehensive Plan. Mr. Neumann asked that staff find out the status of the Roanoke River Corridor.
Draft 1999-2000 Budget - Planning & Inspections Department:
Mr. Powers reviewed the draft 1999-2000 budget for Planning & Inspections Department. He stated that an addendum has been made for the hiring of a GIS Coordinator and an addendum for replacing the 4 existing computers that did not pass the year 2000 computer tests in December by MIS personnel.
On motion by Ray Alcorn, seconded by Ed Green and unanimously
carried, the 1999 Work Program, as revised, and the 1999-2000 Budget - Planning
& Inspections Department were approved.
PLANNING COMMISSION & PLANNING DEPARTMENT
1999 WORK PROGRAM
MAJOR PROJECTS IN PRIORITY ORDER
1. ZONING ORDINANCE REVISION
PLANNING COMMISSION
- Assist Board of Supervisors in their review and approval.
PLANNING DEPARTMENT
- Assist Board of Supervisors in their review and approval.
- After adoption, implement the revised Zoning Ordinance including record keeping system for sliding-scale zoning; information meetings and handouts for engineers, surveyors, developers, etc.
2. COMPREHENSIVE PLAN REVIEW AND AMENDMENT
PLANNING COMMISSION
- (1st Qtr) Review current Comprehensive Plan and (1) select elements for revision, (2) select work to be done in-house and work to be done by an outside consultant. Elements already identified for revision include:
- Comprehensive Plan Map
- Water & Sewer Element (Board resolution)
- Transportation Element
- Others?
- (2nd Qtr) Begin in-house work. Prepare Request for Proposal (RFP) and hire planning consultant. (Funding in FY 98-99 budget)
- (3rd and 4th Qtrs) Complete work, prepare necessary text and/or map amendments to the Comprehensive Plan and hold public hearings. Make recommendations on amendments to the Board of Supervisors.
- (4th Qtr time permitting) Begin preparation of a neighborhood planning element for the Riner Rural Expansion Area.
- Work with Radford Planning Commission and NRVPDC staff to study Route 177 Corridor Area and amend joint Comprehensive Plan for the Corridor Area.
PLANNING DEPARTMENT
- Conduct in-house portion of the work.
- Assist with hiring of a planning consultant.
3. YEAR 2000 CENSUS
PLANNING DEPARTMENT
- Review pre-census maps and population data for Census Bureau.
- FLOOD MITIGATION PLAN
PLANNING DEPARTMENT
- Prepare plan that could lead to funding under the Flood Mitigation Assistance (FMA) Program that addresses repetitively damaged structures.
5. INTERNET PRESENCE
PLANNING DEPARTMENT
- Continue work on Planning Department Webpage that makes accessible public documents of the department such as rezoning proposals and analyses, Commission minutes, etc. Coordinate with Public Information Officer.
- Foster use of Internet tools (e-mail, etc.) for public communication and interaction.
Ongoing Project: CAPITAL IMPROVEMENTS PROGRAM (CIP)
PLANNING COMMISSION
- Review draft CIP with respect to Comprehensive Plan and a recommendation to the Board of Supervisors. Hold public hearing if deemed necessary.
PLANNING DEPARTMENT
- Participate in technical review of CIP project requests.
- Assist Planning Commission and CIP Committee.
Ongoing Project: GEOGRAPHIC INFORMATION SYSTEM
PLANNING DEPARTMENT
- Continue working with Information Management Services and Real Estate departments on digital mapping of real estate data for the unincorporated portion of the county. Project is currently 80% complete.
- Continue development of a geographic information system (GIS) for the county using ArcCAD and ArcVIEW software.
- Work with countyÕs Information/Data Committee and technical consultant (F One Consulting) to insure that the countyÕs GIS can be used by other departments and agencies such as Real Estate, Sheriff, Public Service Authority, Economic Development.
Ongoing Project: 15.2-2232 "formerly 456" Review Requirement
PLANNING COMMISSION
- Review streets, parks or other public areas, public buildings or public structures, public utility facilities or public service corporation facilities for compliance with the Comprehensive Plan prior to their authorization or construction. Hold public hearing if deemed necessary.
- (1st QTR) Prepare Planning Commission guidelines for 2232 review process.
ROANOKE RIVER CORRIDOR
LIAISON REPORT:
Board of Supervisors:
Ms. Biggs reported that the Blacksburg Middle School issue, work session with the Planning Commission on the proposed Zoning Ordinance and the purchase of land in Prices Fork were items discussed at their meeting.
Blacksburg Planning Commission:
Mr. Green reported that Special Use Permit requests, vacation of an alley, application for special signage and 2232 review were items discussed at their meeting.
Christiansburg Planning Commission:
Mr. Alcorn reported that home occupations and Comprehensive Plan were items discussed at their meeting.
Economic Development Commission:
Mr. Alcorn reported that the prospect for the Falling Branch Industrial Park, Elliston-Lafayette Industrial Park expansion and the proposed incubator county building were items discussed at their meeting.
Public Service Authority:
Mr. Daub did not attend the meeting but stated that the Belview Sewer project had been approved.
School Board:
Mr. Ewing reported that the school budget was their main issue of discussion at their meeting.
Parks & Recreation:
Mr. Linkous reported that Applachian Power Company had not conveyed their land to the county. Mr. Linkous commended Mr. Powers for his assistance with the Huckleberry Trail.
