AT A REGULAR MEETING OF THE MONTGOMERY COUNTY PLANNING COMMISSION
HELD ON SEPTEMBER 16, 1998 AT HEALTH AND HUMAN SERVICES BUILDING, CHRISTIANSBURG,

CALL TO ORDER:
Mr. Wells, Chair, called the meeting to order and Ms. Brennan, Secretary, established the presence of a quorum.

WORK SESSION
The Commission entered into Work Session with the Radford City Planning Commission.
Tyler Avenue/Route 177 Corridor Area:
David Ridpath, City of Radford, made a presentation on the 177 Corridor Agreement. Jerry Mabry addressed the County water and sewer service and Jeff Scott reviewed the Corridor Map.
Mr. Scott addressed the Stewart, Turman Lumber Company, Underwood, Woody, Bowie and Carilion development requests.
Both Planning Commissions entered into questions and discussion session. They concluded that the future land use map for the Corridor Area incorporated in the joint Comprehensive Plan for the Corridor Area needed to be reviewed and revised. In particular, this revision needs to reflect the hospitalŐs location on the southside of Interstate-81 and the sewer capacity limitation of 250,000 gpd. Planning staffs were directed to meet with Dave Rundgren of the New River Valley Planning District Commission (PDC) to develop a timetable and cost element for the PDC to do this work. The PDCŐs proposal will then be presented to the respective Planning CommissionŐs for review and recommendation to their governing bodies.
The Work Session adjourned at 8:30 p.m.
PUBLIC ADDRESS:
Mr. Wells opened the public address session.
W.H. Gibson, 3005 Tyler Road, distributed a petition of 289 names against the proposed Mud Pike/Meadow Creek Road Comprehensive Plan Amendment and Turman Lumber Rezoning Request. He spoke in opposition to the proposed Comprehensive Plan Amendment and the Turman Lumber Rezoning Request. He complimented Mr. Green on his statement that the exit off I-81 onto the 177 Corridor is the gateway entrance into the City of Radford. He complimented Ms. Brennan on her statement concerning the need for citizens input into the issues. He asked that all members in the audience opposed to the Comprehensive Plan Amendment and Turman Lumber Rezoning Request stand.
Bob Mitchell, 3484 Tyler Road, spoke in opposition to the Comprehensive Plan Amendment and Turman Lumber Rezoning Request. He said the community would like to see something more cleaner than Turman Lumber Company in their area. He said the county needs to look out for citizenŐs interest.
Charlie Bowles, Riner, spoke in opposition to the Comprehensive Plan Amendment and Turman Lumber Rezoning Request. He said the citizens are the important factor in making any changes in the Comprehensive Plan. He stated that the ability to say no to persons requesting rezonings for proposed developments would be the proper way to handle these issues.
Glen Young, 3410 Mudpike Road, spoke in opposition to the Comprehensive Plan Amendment and Turman Lumber Rezoning Request. He stated that there are Industrial Parks that have vacant land available. He thinks commercial development should be made in the parks instead of residential areas.
Faye Wert, Mudpike Road, spoke in opposition to the Comprehensive Plan Amendment and Turman Lumber Rezoning Request. She stated that it seems a lot of things happen to push the little person out of the way. She said they have worked hard for years to stay on their farms only to get things pushed over them anyway.
There being no further comments from the public, Mr. Wells closed the Public Address session.
APPROVAL OF AGENDA:
On motion by Don Linkous, seconded by Ed Green and unanimously carried, the agenda was approved as amended. Paul and Rebecca Underwood rezoning request was added under Old Business.

CONSENT AGENDA:
On motion by Ray Alcorn, seconded by Don Linkous and unanimously carried, the Consent Agenda was approved for the following:
Minutes of the August 12 and August 19, 1998 meetings and scheduling of October 14, 1998 7:00 PM public hearing for:
- Tim McCoy request for a Special Use Permit on Tax Parcel No. 49-2-7A to allow an auto repair shop. Property is located on McCoy Road, l/2 mile past Longshop/McCoy Fire Department in the Prices Fork Magisterial District.
- Richard Duffner (Agent: Thompson Chrysler Plymouth, Inc.) request to rezone .34 acres; Tax Parcel 090-5-6 and 90-5-40A from A-1 (Agriculture) to GB (General Business). Property is located at 1523 Testerman Dr. in the Riner Magisterial District.
OLD BUSINESS:
Paul and Rebecca Underwood Rezoning Request:
On motion by Jim Martin, seconded by Harry Neumann and unanimously carried, the Paul and Rebecca Underwood rezoning request was removed from the table.
Mr. Powers explained the location of the property on the map. Discussion followed concerning the "high intensity" land use adopted for the Route 177/Tyler Avenue Corridor Area by the Joint Comprehensive Plan of the County and City of Radford. The proposed low-density residential is not compatible with the "high intensity" designation.
On motion by Ray Alcorn, seconded by Michael Ewing and unanimously carried the Paul and Rebecca Underwood request to rezone 21.02 acres; a portion of Tax Parcel No. 103-A-13 from A-1 (Agriculture) to R-1 (Residential) is recommended to the Board of Supervisors to table this request until the Planning Commission has an opportunity to work with the Radford Planning Commission and prepare a Comprehensive Plan amendment for the Route 177/Tyler Avenue Corridor Area. Property is located between Lovely Mount Drive and Interstate 81, and adjacent to 609 Lovely Mount Drive, in the Riner Magisterial District.
NEW BUSINESS:

LIAISON REPORT:
Board of Supervisors:
Discussion began on the 2232Review process. Several members felt public hearings should be held on every 2232 review. Mr. Powers stated that some changes will be made in the Planning Commission By-Laws to address the 2232 Review process.
Blacksburg Planning Commission:
Mr. Green reported that two Special Use Permits were items discussed at their meeting.
Christiansburg Planning Commission:
Mr. Alcorn reported that approved rezoning on Franklin Street and working on Comprehensive Plan were items discussed at their meeting.
Economic Development Commission:
Mr. Alcorn stated that a retreat was held in August and their September meeting will be tomorrow.
Public Service Authority:
Mr. Daub reported that a water rate increase, the grant for hydraulic analysis for Radford Arsenal and the Belview /Massie Sewer extension were items discussed at their meeting. He stated that Michael Kirk has been appointed as the new PSA Director.
School Board:
Mr. Ewing stated that Prices Fork land acquisition and the new Auburn Elementary School enrollment were items discussed at their meeting. Ms. Biggs stated that the Superintendent of schools has listed his goals and plans to work closely with the County Administrator.
Parks & Recreation:
None. - No meeting was held in September.
PLANNING DIRECTORŐS REPORT:
Mr. Powers stated that a public hearing will be held on September 30th on the proposed Zoning Ordinance Revision. He said Planning staff has spoken to several groups about the proposed revision and expected good newspaper coverage.
