Historic population data is available every ten years from the U. S. Census. Future population projections are prepared by the Virginia Employment Commission (or by Virginia Department of Planning and Budget prior to 1990). State agencies are required to use these projections for planning purposes. The 1983 projections were used in the previous Montgomery County Comprehensive Plan (1983).

As shown in the table above, the State has been consistently reducing its 1990 and 2000 projections for Montgomery County. However, the preliminary figures available from the 1990 U. S. Census indicate that the year 1990 projections were low by over 3,000 people. Moreover, revised figures for the 1990 Census, when released, are expected to increase the Montgomery County count. This will further widen the State's under-projection. Hopefully, new State projections will be prepared in the next year or two to reflect what has been occurring in Montgomery County.

Real Estate Tax Base

The following chart illustrates the fair market value of land and the value of buildings and improvements in Montgomery County from 1980 to 1990. This information was obtained from real estate, summary reports generated annually by the County Assessor. For study purposes, the amounts have been rounded to the nearest million and have been percentaged.

According to the figures above, the County's assessed fair market value of land and value of buildings has increased almost yearly. However, while both values have increased, the percentage of land has decreased by five percentage points and the percentage of assessed value for buildings has increased by five percent. Since this shows an increase in buildings and a decrease of land, this reinforces that concept that Montgomery County is an urbanizing county.

This chart takes the fair market value of land use in the County and breaks it into three classifications: residential, commercial and industrial, and agricultural. These figures were also obtained from records prepared by the County Assessor. This information was not available prior to 1984.

This table illustrates the changing patterns of land use in Montgomery County. Over the last six years, the percentage of agricultural land has decreased three percentage points while the percentage of residential property has increased three percentage points. This shows a growing population being housed in Montgomery County. The chart also shows the commercial and industrial sector of the County as remaining stable. While the population in the County is growing, taxable industry and commercial development is not keeping up with this growth. This commercial and industrial figure however, does not take into account non-taxable employers such as Virginia Tech or the Radford Arsenal.

This chart shows the total of sales tax collected from localities in the New River Valley from 1979 through 1988. These totals have been percentaged for the New River Valley. This information was obtained from the Department of Taxation Annual Reports.

This chart illustrates the increase in sales tax collected in the New River Valley. While each locality shows an increase in taxes collected, Montgomery County's increase is the most dramatic. To help in the interpretations of these totals, they have been percentaged. This is shown on the next page.

This chart illustrates the percent increase of sales tax collected in Montgomery County and the decrease of collected sales tax in other localities of the New River Valley. This shows Montgomery County as the dominate commercial market in the New River Valley. This percentage will likely continue to increase as property along Rt 460 continues to be developed.
