1990 Comprehensive Plan

AMENDMENTS

FEBRUARY 11, 1991 - MAP AMENDMENT

Changed the land use designation for the former Virginia Tech Horticulture Farm east of U.S. Route 460 from Residential to Commercial. (This land use designation is shown on page 61 of the Comprehensive Plan entitled "Figure 18: Mid-county growth Area Plan.")

FEBRUARY 25, 1991 - MAP AMENDMENT

Changed the land use designation of tax parcels 64-!-171 and 172 located at 2808 Peppers Ferry Road (State Route 114) from Agricultural to Rural. (This land use designation is shown on the "1990 Comprehensive Plan Map.")

NOVEMBER 13, 1991 - MAP AMENDMENT

Changed the land use designation for the area on the West Side of South Main Street (U.S. Route 460) between Merrimac Road (State Route 657) and Hightop Road (State Route 808) in accordance with map entitled "Comprehensive Plan Map Amendment. Recommended for Approval by Planning Commission on October 28, 1991." (This map has been inserted as page 61A.)

This area was studied by the county in response to the request from several landowners that more land be designated "commercial" and in response to the construction of the Midway sewer system.

NOVEMBER 13, 1991 - TEXT AMENDMENT

Changed the last paragraph of page 62 entitled "Commercial Development" to read:

"The existing Route 460 Corridor and property fronting on Route 114 and paralleling the railroad tracks on the west are the primary locations for commercial expansion. The types of development envisioned include shopping centers, grouped office and commercial developments, which can be characterized as office parks. Multi-family residential development may also be appropriate for specific sites within the designated commercial area." (Addition is underlined. There are no deletions.)

MAY 11, 1992 - TEXT AMENDMENT

Changed pages 39-43 entitled "Shawsville/Elliston Planning Area".

This area was studied by the county in response to the anticipated construction of a water line from Christiansburg to Shawsville and on to Elliston and in response to the anticipated upgrade of the Shawsville sewage treatment plant. It was concluded that these activities would not result in additional development outside the designated Urban Expansion Areas.

The amendment also updates planning area information concerning agricultural & forestal districts, secondary road projects, the "smart highway" linking Blacksburg to Interstate-81 and the water line extension in the Newtown area of Shawsville.

SEPTEMBER 14, 1992 - TEXT AMENDMENT

Changed pages 49-52 and added pages 52A-52D under "Prices Fork/Belview Planning Area".

This amendment updates text and selected recommendations of the "Route 114 Corridor Study" (January, 1992) prepared by the Route U.S. 460/114 Corridor Advisory Planning Council pertaining to:

  • Manage traffic congestion on VA 114
  • Provide guidance for the location of commercial and higher intensity
  • Protect the environment
  • Assure timely emergency response
  • Specify that suburban corridors are not appropriate places for all types

JANUARY 25, 1993 - MAP AMENDMENT

Changed the land use designation for some of the Falling Branch community south and east of the Town of Christiansburg from Agricultural and Rural to Urban Expansion Area in accordance with map entitled "Montgomery County Comprehensive Plan Map Amendment for Falling Branch Community, November 1992". (This map has been inserted as page 43C.)

JANUARY 25, 1993 - TEXT AMENDMENT

Changed pages 42-43 and added pages 43A-43C under "Shawsville/Elliston Planning Area". This amendment updates planning area information and adds a new discussion of the Falling Branch Community reflecting its designation as an Urban Expansion Area. The construction of the new elementary school and the extension of public water and sewer across the interstate from Christiansburg to serve the school have enhanced the area’s potential for development. Moreover, 156 acres have been rezoned to Planned Industrial (PIN) for use as an industrial park.

JUNE 28, 1993 - MAP AMENDMENT

Add page 61B under "Mid-County Growth Area: This amendment changes some of the land use designations for the Mid-County Growth Area - East to reflect:
  • Residential designation for the end of National Drive
  • Public/Semi-Public designation of the entire 153+ acres of the
  • Commercial designation for the unincorporated portion of the former

SEPTEMBER 27, 1993 - MAP AMENDMENT

Enlarged the Urban Expansion Area land use designation for the VA 177 Corridor to include the entire area in the "Joint Comprehensive Plan for the VA 177/Tyler Avenue Corridor Area" in Section IV of the Comprehensive Plan.

SEPTEMBER 27, 1993 - TEXT AMENDMENT

Add "Joint Comprehensive Plan for the VA 177/Tyler Avenue Corridor Area" to Section IV. This joint plan recognizes the VA 177/Tyler Avenue Corridor Area as a growth area where the extension of public utilities will provide important economic opportunities. The joint plan provides a framework for future development that allows existing uses to continue and allows the expansion of residential and commercial uses without encroachment on one another. Changed pages 45-48 entitled "Riner/Bethel Planning Area" to reflect the addition of the "Joint Comprehensive Plan for the VA 177/Tyler Avenue Corridor Area" and other minor changes in the planning area that have occurred since 1990.

FEBRUARY 12, 1996 - MAP AMENDMENT

Changed the land use designation for all of tax parcel 104-A-26, approximately 5 acres of tax parcel 104-A-27 and approximately 40 acres of tax parcels 117-A-2 and 117-A-52 from Agricultural to Urban Expansion. (See map inserted as page 48A.)

MAY 13, 1996 - TEXT AMENDMENT

Changed Bikeway/Walkway Plan (Section 4) to add Montgomery County Park Connections as a high priority project and to delete the Merrimac Road (SR 657) project. The new Montgomery County Park to Blacksburg, Christiansburg and the Huckleberry Trail.

MAY 12, 1997 - MAP AMENDMENT

Enlarged the Riner Rural Expansion Area to include the Altizer property on the east side of Riner Road (tax parcels 119-A-25, 28, 29, 63 and 64) and the Greear property on the west side of the road (tax parcels 119-A-32, 33). (See map inserted as page 48B.)

JULY 13, 1998 - TEXT AMENDMENT

Changed pages 43, 43A and 43B under "Shawsville/Elliston Planning Area". Updated the narrative on the Falling Branch Community to reflect construction of a full cloverleaf interchange with Interstate-81 and enlargement of the planned industrial park.

DECEMBER 14, 1998 - MAP AMENDMENT

Enlarged the VA 177/Tyler Avenue Urban Expansion Area to include 40 acres on the east side of Fire Tower Road (tax parcels 104-A-68A, 68C, 68D, 68E, and 90).

DECEMBER 14, 1998 - MAP AMENDMENT

Enlarged the Belview Urban Expansion Area by extending the boundaries to 2713 Peppers Ferry Road to the west; 3653 Peppers Ferry Road to the east and 231 Walton Road to the south to reflect future construction of the Belview Sewer Project.

APRIL 12, 1999 - MAP AMENDMENT

Changed the land use designation of tax parcel 67-A-164 located at 165 Jennelle Road from residential to commercial. (This land use designation is shown on the "Midcounty Growth Area Plan" on page 61.

AUGUST 23, 1999 - TEXT AMENDMENT

Add pages 16A through 16F providing information on the engineering feasibility of 24 water and sewer projects.
