Citizen participation in local government is essential. Local government is the form of government closest to us in our everyday lives, and the one we are most able to influence.

Positions on the following volunteer boards and commissions periodically become vacant. All vacant positions will be advertised. Current vacancies are described in vacancy announcements. Please note that applications will not be accepted unless a vacancy has been advertised.

Adjustment and Appeals Board (Building Code)
  Meets on an as-needed basis to hear appeals regarding decisions made by the Building Inspector. Term of office is four years. Term limit of two consecutive 4-year terms.
Agency on Aging
  Serves as the governing body for an agency offering a spectrum of services which allow older persons to maintain maximum independence. Members make policy and fiscal management decisions. Meetings are held on a quarterly basis at the Agency on Aging Building in Pulaski. Term of office is one year.
Agricultural and Forestal District Advisory Committee
  Meets on an as-needed basis to review landowner applications to the County for the creation of new AFDs, as well as additions and renewals of existing AFDs. During the review, the Advisory Committee determines that a) the landowner has a conservation plan or forestry management plan to guide his/her stewardship of the land management practices and measures are being carried out; and b) the best management practices and measures are being carried out. Four members must be engaged in agricultural or forestal production; all other members must be landowners within the County. Term of office is unlimited.
Coal Mining Heritage Park Advisory Committee
  Was established for the purpose of assisting in the development and long-term maintenance of the Coal Mining Heritage Park (CMHP) at Merrimac. Committee is made up of 12 members:

1 Member from Warm Hearth community, appointed by the Board of Supervisors
1 Member appointed by the Supervisors
1 Member at-large appointed by the Supervisors

1 Member of Friends of the Huckleberry chosen by the Friends of the Huckleberry
1 Member of Parks & Recreation Commission, chosen by the Parks and Recreation Commission
1 Member of Planning Commission chosen by the Planning Commission

Appointments are made on the recommendation of Planning Department staff.
Community College Board (New River Valley)
  Serves as the policy making body for the College. Term of office is four years (limit of two consecutive four-year terms). This Board meets quarterly in March, June, September and December. Location of meeting is voted on at each previous meeting. Term of office is 4 years. Term limit of two consecutive 4-year terms.
Community Services Board (New River Valley)
  Sets local policies and administers mental health, mental retardation and substance abuse programs in the area. Reviews finances of mental health/mental retardation agencies. Term of office is three years (limit of two full terms). This Board meets the 4th Thursday of each month at 700 University Boulevard in Blacksburg. Applicants' information will be made available to public upon closure of applications.
Comprehensive Services Act for At-Risk Youth and Family Community Policy and Management Team
  The CPMT creates a collaborative system of services and funding that is child centered, family focused, and community based. Determines the scope and length of mandated treatment for youth with a variety of physical, mental, and emotional disabilities and illnesses. The Board of Supervisors appoints one parent representative and one citizen representative. Term of office is two years. Term limit of two consecutive 2-year terms. Meetings are held the 2nd Wednesday of each month at 2:30 p.m. at the Health & Human Services Building in Christiansburg.
Economic Development Commission (Montgomery Regional)
  Acts in an advisory capacity for the purpose of encouraging existing business and industry to expand and to solicit new business and industry for the County. The goals of the Commission are to increase jobs and payrolls, decrease taxes, and increase the standard of living for residents. Term of office is three years Meetings are held the 3rd Thursday of each month at 11:45 a.m. at Virginia Tech's Corporate Research Center, Building #12.
Industrial Development Authority (Montgomery County)
  Ensures products such as shell buildings and properties are available to market to prospective companies. Reviews and approves applications for, and issues, industrial revenue bonds. Term of office is four years. Term limit of two consecutive 4-year terms. The Authority meets the 3rd Tuesday of each month at 11:30 a.m. at the Farmhouse Restaurant in Christiansburg. Members are required to take the oath of office.
Juvenile Detention Commission
  Serves as the governing body of a home which provides services for youth detained by the courts. Establishes general operating procedures and acts as budgetary advisors. Term of office is four years. Term limit of two consecutive 4-year terms. Meetings are held every other month at the Juvenile Detention Center on Wade's Lane in Christiansburg.
Library Board (Montgomery-Floyd Regional)
  Administers and establishes policies for the operation of the Montgomery-Floyd Regional Library. Term of office is four years (limit of two consecutive terms). Meetings are held the 3rd Wednesday of each month at 7:00 p.m. at the Christiansburg Library.
New River Valley Development Corporation
  The primary purpose of the Corporation is to serve as a Certified Development Corporation pursuant to Section 503 of Title V of the Small Business Investment Act of 1958, as amended, and is governed by all requirements of said Section 503. Term of office is unlimited. The corporation is made up of representatives of the member jurisdictions which make up the New River Valley Planning District. Meetings are held the 2nd Wednesday in November each year at 7 p.m.
Office on Youth Advisory Board
  Examines youth delinquency issues and fosters positive youth development through coordination with various community agencies. Board members work with the Office on Youth in identifying youth related services needed in the County. Programs include juvenile community services, home confinement, and home electronic monitoring for court-involved youth. Meetings are held the second Thursday of every other month from 6:00 p.m. - 8:00 p.m. at the Health and Human Services Building in Christiansburg. Appointment is for three (3) years. Term limit of two consecutive 3-year terms. Appointments are made at-large.
Parks and Recreation Commission
  Serves as an advisory board to the Parks and Recreation Department in developing leisure-time activities and programs for residents of all ages in Montgomery County. Term of office is three years. Term limit is two consecutive 3-year terms. Appointments are made by election districts, plus 2 at-large appointments. Meetings are held the 1st Thursday of each month at 7:00 p.m. at the Recreation Building on County Drive in Christiansburg.
Peppers Ferry Regional Wastewater Treatment Authority
  Purpose of the Authority is to acquire, finance, construct, operate and maintain a wastewater equalization, pumping treatment and disposal system. Membership is made up of 8 members residing in and appointed by the governing body of each of the member political subdivisions: 2 members selected by the Council of the City of Radford; 1 by the Council of the Town of Dublin; 2 by the Council of the Town of Pulaski; 1 by the Board of Supervisors of Montgomery County; and 2 by the Board of Supervisors of Pulaski County. The governing body of each member political subdivision may appoint an alternate for each member it appoints. Term of office is four years. Term limit of two consecutive 4-year terms. Meetings are held 1st Thursday of each month at 11:30 a.m.
Planning Commission
  Advises the Board of Supervisors on day-to-day planning issues such as zoning requests and guides the County in long-range planning and growth. Term of office is four years. Meetings are held the 3rd Wednesday of each month at 7 p.m. at the Courthouse. Public hearings are held the 2nd Wednesday of each month at 7 p.m. at the Courthouse.
Planning District Commission (New River Valley)
  The Commission is responsible for administering a comprehensive region-wide plan for growth and development. Members establish policy and delegate duties to staff members through an Executive Director. Term of office is three years. Term limit of two consecutive 3-year terms. Meetings are held the 4th Thursday of each month at 7:30 p.m. at the Commission office in Radford.
Social Services Board
  An administrative board that works cooperatively with the State Board providing financial assistance programs to individuals and otherwise assists and protects individuals who are unable to care for themselves. Term of office is four years (limit of two consecutive terms). Meetings are held the 3rd Thursday of each month at 9:00 a.m. at the Health & Human Services Building in Christiansburg.
Towing Advisory Board
  Serves as an advisory board to make recommendations to the Board of Supervisors on issues relating to rates to be charged by towing or recovery operations for towing within the County, the regulations that towing or recovery operators are to be regulated by, and such other duties as may be assigned to it by the Board of Supervisors. The Towing Advisory Board is made up of 1 representative from the Montgomery County Sheriff's Office; 1 representative from the Virginia State Police; 2 representatives from the towing and recovery operator community who do towing and recovery business in Montgomery County; 1 representative from the Montgomery County Fire and Rescue Departments; 1 citizen representative who resides in Montgomery County; and 1 alternate from each of the above. Appointments are for four (4) years. Citizen appointments are advertised and appointments are made at-large.
Transportation Safety Commission
  This Commission is required by State statute to gather local input in recognizing and solving problems in the area of highway safety. Members represent local town governments, county government, the school system, etc. Term of office is three years. Term limit of two consecutive 3-year terms for citizen appointments. Meetings are held on a quarterly basis, usually 1st Tuesday of each quarter at noon at the Western Sizzlin' on Roanoke Street in Christiansburg.
Virginia Tech/Montgomery Regional Airport Authority
  The Town of Blacksburg, Town of Christiansburg, Montgomery County, and Virginia Tech are the member jurisdictions. Each member jurisdiction appoints one member and all member jurisdictions jointly appoint the 5th member. Purpose of the Authority is to develop a regional airport based on the mission of serving corporate executive markets and general aviation markets, obtaining grants, loans and other funding for airport improvements and other activities and in promoting and assisting in regional economic development. Each member is appointed for a term of 4 years. Meets the 2nd Tuesday of each month at 3:00 p.m. at the Regional Airport.
Zoning Appeals Board
  Meets on an ongoing basis to hear variance requests and appeals regarding decisions made by the Zoning Administrator. Appointment is for five years. Recommended by Board of Supervisors; appointed by Circuit Court Judge. Requires oath of office.


Committees that include Montgomery County representation

 
Airport Commission (New River Valley)
  is responsible for the maintenance and operation and long term development of the New River Valley Airport. Primary support facility for existing and future employers in the region. There are seven localities involved in this Commission: the Counties of Montgomery, Giles and Pulaski; the Towns of Christiansburg, Pulaski and Dublin; and the City of Radford. The Economic Development Director is Montgomery County's representative.
Community Action, Inc. (New River Valley)
  promotes the development of the social, economic, educational and spiritual life of the City of Radford and the Counties of Floyd, Giles, Montgomery and Pulaski; and to mobilize their resources to combat poverty through community action programs. Members live in the locality they represent.
Community Corrections and Pretrial Services (New River)
  The members include the Counties of Bland, Carroll, Giles, Floyd, Grayson, Montgomery, Pulaski and Wythe; and the Cities of Galax and Radford. The purpose of the Community Corrections and Pretrial Services is to advise on the development and operation of programs and services for use by the Courts in diverting adult offenders from the Regional Jail and other local correctional facilities; assist community agencies and organizations in establishing and modifying programs and services for adult offenders on the basis of an objective assessment of the community’s needs and resources; evaluate and monitor community programs and services to determine their impact on adult offenders; develop and amend the criminal justice plan in accordance with guidelines and standards set forth by law and the Department of Criminal Justice Services, and oversee the development and amendment of the community based corrections plan as required by law, for approval by participating local governing bodies and the NRV Regional Jail; review submission of all criminal justice grants regardless of the source of funding; facilitate local involvement and flexibility in responding to the problem of crime in their communities.
Damage Assessment Team
  assesses the damage to public and private property, thereby providing a basis for an emergency declaration and/or disaster assistance.
Disability Services Board
  assesses the service needs and advises the appropriate state and local agencies serving persons with physical and sensory disabilities of their findings for the City of Radford and the Counties of Floyd, Giles, Montgomery and Pulaski.
Economic Development Alliance (New River Valley)
  The purpose of the Alliance is the development of the economy of the New River Valley through coordination and cooperation among the localities, development agencies, and organizations so as to heighten the effectiveness and efficiency of economic development activities, provide mutual assistance, idea exchange, and to stimulate development through a diverse marketing program including, but not limited to, marketing outside of the regions and otherwise promoting a strengthened economy. The Alliance is made up of local political jurisdictions, and public/private organizations.
Emergency Services
  The purpose of this committee is the preparation for and the carrying out of functions (other than functions for which military forces are primarily responsible) to prevent, minimize and repair injury and damage resulting from natural, man-made or war-caused disasters.
Fairview District Home Board
  oversees the operations of the Fairview District Home for adults.
Joint County/School Liaison Committee
  meets from time to time to discuss appropriate issues of mutual interest.
LEPC (County of Montgomery/Town of Blacksburg Local Emergency Planning Committee)
  serves as the focal point for emergency response planning for emergencies involving extremely hazardous substances, and for managing information concerning hazardous chemicals.
MBC Development Corporation
  makes loans to existing and new small businesses in Montgomery County. The MBC is certified by the State Corporation Commission as a not-for-profit community development corporation.
Meadowbrook Public Library Committee
  This committee works closely with the Library Board and citizens in all aspects regarding a branch library in the Elliston/Shawsville area.
Metropolitan Planning Organization (Blacksburg/Christiansburg/Montgomery Area)
  As a result of the 2000 census, an area of Montgomery County, including the Town of Blacksburg, the Town of Christiansburg, and a portion of Montgomery County was designated as an urbanized area of over 50,000 in population. An MPO was established as required by federal law, for the purpose of long range transportation planning. The MPO provides the information, tools, and public input necessary to improve the performance of the transportation system of the region. Future transportation needs are addressed, giving consideration to all possible strategies and the community’s vision.
Montgomery County Improvement Council (MCIC)
  The purpose of the MCIC is to promote awareness, to educate, and to involve the public in litter control/prevention and recycling. Membership is open to anyone interested in improving the environment of Montgomery County. Board representative is appointed annually.
New River-Highlands Resource Conservation and Development District
  is charged with promoting the management of natural resources in order to enhance the quality of life and environment of 11 counties in southwest Virginia. They work with both federal and state programs and with volunteers. Council members represent planning district commissions, soil & water conservation districts and localities (counties and cities).
School Board Liaison
  This person serves as a liaison between the School Board and the Board of Supervisors. Board appoints annually.
Solid Waste Authority (Montgomery Regional)
  includes Montgomery County, the Towns of Blacksburg and Christiansburg and Virginia Tech. The purpose of the Authority includes acquiring, purchasing, leasing, constructing, reconstructing, improving, extending, operating, maintaining and financing a garbage and refuse collection and disposal system, transporting garbage and refuse from transfer station and/or disposal sites, recycling systems and composting systems.
Virginia Coalition of High Growth Communities
  was established to help raise the awareness of the Virginia General Assembly to local growth management concerns in jurisdictions that are experiencing rapid growth.
Virginia's First Regional Industrial Facility Authority
  was established to enhance the economic base for the member localities by developing, owning, and/or operating one or more facilities on a cooperative basis involving its member localities.
Virginia Tech/Montgomery Regional Airport Authority
  includes Montgomery County, the Town of Blacksburg, Town of Christiansburg and Virginia Tech. Purpose of the Authority is to develop a regional airport based on the mission of servicing corporate executive markets and general aviation markets, obtaining grants, loans and other funding for airport improvements and other activities and in promoting and assisting in regional economic development.
Western Virginia Emergency Medical Services Council
  is a non-profit corporation founded to strengthen communications and quality of services provided by the medical community. It is funded by local, state and private dollars. Members include representatives of hospitals, rescue squads, etc.
Western Virginia Regional Jail Authority
  includes Montgomery County, Franklin County, Roanoke County, and the City of Salem. The purpose of the Authority is to own, operate, manage, maintain, regulate, plan for, and finance the Western Virginia Regional Jail.
Work Force Investment Act
  was established by the federal government to consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States. The Workforce Investment Act replaces the Job Training Partnership Act (JTPA) and the Private Industry Council (PIC). A Charter was signed to create the New River/Mount Rogers Workforce Investment Consortium by the Counties of Bland, Carroll, Floyd, Giles, Grayson, Montgomery, Pulaski, Smyth, Washington and Wythe; and the Cities of Bristol and Galax.
